Senior Advisor to the CMS  Administrator on Implementation of the New Medicare Prescription Drug Benefit.

   Known as a keen strategist, Mr. Piper advises business and government leaders on a diverse range of market, fiscal and policy problems.

   Most recently, as a senior advisor to the administrator of the Centers for Medicare and Medicaid Services (CMS), Mr. Piper guided CMS leadership on implementation of the new Medicare prescription drug benefit. He also served on CMS' executive council on Medicare reform implementation.

   An accomplished healthcare executive, Mr. Piper's experience includes Wisconsin state health commissioner, CEO of the Wisconsin Medicaid program, board member of The Leapfrog Group on Patient Safety, director of groundbreaking projects serving large employers and a senior health staffer and presidential management fellow at the The White House Office of Management and Budget.

   Mr. Piper is a top authority on the buyer side of healthcare, notably Medicare, Medicaid and Fortune 500 healthcare purchasing. As a national thought leader on market-based solutions to cost and quality problems, Mr. Piper was instrumental in the creation of the pay-for-performance and transparency movements in healthcare.

   A frequent speaker at healthcare conferences, he has testified before Congressional committees, negotiated federal legislation and advised foreign leaders. He is widely quoted in the press, including BusinessWeek, USA Today, Modern Healthcare and Investor's Business Daily.

   Board certified in healthcare management by the American College of Healthcare Executives, Mr. Piper holds a master's degree in public administration from the University of Wisconsin, Madison.
